Administrative data

A major section of Gazetteer data is concerned with the Administrative areas within the world, listing Regions, Provinces, States and so on at each level within a country. 

The Country file has a summary of this information in a structured, hierarchical format (monitoring alternative structures at different levels, where these exist), as far as we understand them. It can be quite interesting determining that structure from various census and other documents.
